Every doctrine, institution, relationship, and implementation in this Constitution derives its legitimacy from these seven principles, constituted in order — none of them optional, none of them able to stand alone.
Capability and authority aren't the same thing. Capability determines what artificial intelligence is able to accomplish. Authority determines what it's permitted to do — and that authority only exists where it's been lawfully constituted, never simply where it's become technically possible.
No increase in computational performance shall diminish the need for constitutional oversight, and no technical advancement shall independently confer legitimacy.
Constitutional Artificial Intelligence has no inherent authority of its own. Every legitimate exercise of authority has to arise through lawful delegation, from a clearly identified source, within clearly defined limits.
Delegation shall never be assumed. It has to be explicitly constituted, clearly defined, and continually governed.
Accountability isn't an obligation added after authority gets exercised — it's the natural consequence of authority itself. Whoever's entrusted with exercising it has to remain able to explain how it's been used and accept responsibility for what follows.
Authority shall never become so distributed or technically abstracted that responsibility can no longer be traced to an identifiable steward.
Transparency isn't about publishing everything — it's about making sure authority can be understood, examined, and where appropriate, challenged. It's governed by purpose, not by the quantity of information released.
Structured intelligibility, not unrestricted openness — protecting privacy and security while preserving the ability to examine how authority was exercised.
Information describes what happened. Evidence demonstrates that what's described can be relied on as true. Every exercise of authority has to be supported by evidence — authentic, complete, accurate, and independently verifiable.
Evidence becomes part of the constitutional memory the whole order's legitimacy gets continually preserved through.
No constitution that tried to freeze today's technologies in place could survive its own purpose. Constitutional Artificial Intelligence has to be capable of evolving — but its principles stay constant while their practical expression matures.
Evolution shall be guided by constitutional continuity, never by technological expediency alone.
This doctrine brings together the six that precede it. Legitimacy doesn't arise from capability, reputation, or popularity — it arises exclusively from continuing fidelity to the order the first six doctrines establish.
Together, these seven doctrines establish the constitutional science every institution, relationship, and implementation in this Constitution derives its authority from.
